Role Overview
We are looking for a Bilingual Technical Program Manager to act as the main on-site point of contact for a key global client. In this position, you will be responsible for managing the delivery of Insight’s Managed Network Services, ensuring the client’s network infrastructure remains stable, dependable, and high-performing.
You will serve as the connection between the client’s local business teams in Japan and Insight’s global 24/7 Network Operations Center (NOC). A strong knowledge of networking technologies is required to successfully manage services spanning routing, switching, security, and load balancing environments.
Key Responsibilities
1. Service Delivery & Operations Management
• Operational Oversight: Manage the day-to-day operations of the client’s network infrastructure, ensuring continuous 24x7 availability and stability.
• Incident & Event Management: Enable swift responses to network incidents by coordinating between the client and remote engineering teams to address connectivity and hardware issues.
• Scope Management: Ensure that all services delivered remain fully aligned with the defined Managed Network scope, including the management of Routers, Switches, Firewalls, Wireless Access Points, and Load Balancers.
• Vendor & Carrier Liaison: Handle escalations with third-party carriers and technology vendors (e.g., Cisco, Palo Alto, Juniper) to resolve outages or hardware-related failures.
2. Communication & Reporting
• Bilingual Coordination: Translate complex technical network issues and business requirements between Japanese-speaking stakeholders and English-speaking global support teams.
• Performance Reporting: Provide regular reports on capacity planning, health checks, and network performance visibility to leadership.
• ITIL Process Adherence: Ensure all service management processes—including Incident, Problem, Change, and Service Requests—comply with established ITIL frameworks.
3. Lifecycle & Maintenance
• Patch Management: Oversee the scheduling and execution of patching to maintain infrastructure security and keep systems up to date.
• Change Enablement: Manage the change control process for ACLs, firewall rules, and interface configuration changes, ensuring minimal disruption to business operations.
Technical Knowledge Requirements
Although this is a Program Management role, familiarity with the following technologies is required:
• Routing & Switching: Cisco (Catalyst/Nexus), Meraki MS, Extreme, HPE/Aruba
• Security / Firewalls: Cisco Firepower/ASA, Palo Alto (Panorama/Prisma), Fortinet, SonicWall
• Load Balancing: F5, NetScaler
• Wireless: Cisco, Meraki MR, Extreme, Juniper
• Network Applications: Cisco ISE, Aruba ClearPass
Qualifications
Experience:
- 5+ years in IT Project Management or Service Delivery
- Experience in Network Operations or Infrastructure Managed Services
Education:
- Bachelor’s degree in IT, Computer Science, or related field (or equivalent experience)
Certifications:
- PMP or Prince2 certification preferred
- ITIL Foundation (v3 or v4) highly desired
- CCNA or Network+ level knowledge is a strong plus
- Skills:
Ability to distinguish between in-scope and out-of-scope requests (e.g., cabling, end-user desktop support, SD-WAN architecture)
- Experience collaborating with global teams across multiple time zones
